This allows you to edit your UV maps as though they are a mesh. So you can use all the sculpting and mesh tool options. The main uses are to fine tune your UVs after doing an unwrap or to confirm your UVs to an existing texture.
Under the hood it's basically just a collection of fairly simple Geo Nodes and some python scripts to glue it all together for ease of use.
